The plant is one of several large plants being built in the country, and will provide power to a number of cities.
The Fronters plan to build the first two reactors at its former site in the city of Krasnoyarsk, then expand to the neighboring village of Shabikhan.
The project will cost around $3 billion, and was approved by the Russian government in September 2017.
The state-run Rosatom is the operator of the plant.
The project will be built on the Shabakhan-Odessa highway.
